HAIC organizes comprehensive internship for public administration students

In an effort to blend theoretical knowledge with practical grassroots governance, the Administrative Management program (Sino-foreign cooperative) organized a comprehensive internship for the 2024 cohort. On May 23, 2026, led by Professor Yang Honglian, students departed from the Guanlan Lake campus to Rongshanliao village in Xixiu town, Xiuying district, Haikou city. This initiative aimed to enhance students' understanding of rural revitalization strategies.

Rongshanliao village, honored as a Five-Coconut-Level Rural Tourism Spot, exemplifies successful integration of fisheries, culture, and tourism. The village's transformation from a traditional fishing community to a coastal cultural tourism complex serves as a model for similar transitions. Guided by the "Million Project" and the principles of the 20th National Congress of the Communist Party of China, the village has embraced a development model of "fisheries as the foundation, culture and tourism as enablers, and harmonious coexistence."

Accompanied by Liu Yifan, deputy director of the Meilan District Agriculture and Rural Affairs Bureau, and Lin Hui, a local villager and staff member at the visitor center, students explored the village's innovative governance and tourism integration. Liu Yifan provided insights into the support system for "Beautiful Countryside + Marine Economy," emphasizing the balance between preserving fishing culture and expanding through cultural tourism. Lin Hui shared the village's journey in revitalizing unused volcanic stone houses and fostering over 60 new business ventures, generating an annual income exceeding 5 million yuan (781,250 dollars).

Students visited key locations, including floating guesthouses, the village police station, ancient alleys, and the Fish Dodo Cultural and Creative Center. These visits offered a comprehensive view of the village's governance and cultural tourism achievements.

Concluding the visit, students engaged in an interactive session, discussing public administration challenges and solutions. This immersive experience bridged classroom theory with practical fieldwork, equipping students with the skills to tackle complex governance issues in their future careers.
